Introduction
The Bulletin is our “business tool” that is designed to assist you in your bootstrapping efforts. It is designed to serve your promotional needs while protecting your privacy. The most direct way to fully appreciate the usefulness of the Bulletin is to consider that it can help you to “Find a Need and/or to Fill it”.
Definitions
Bootstrapping Strategy – A business strategy that focuses upon starting/operating a business without borrowing funds or sharing ownership control of the business. The goal is to operate and manage the business by only using the revenue that is generated by the business itself. This type of strategy is not suitable for everyone, but if you can relate to it – there are a lot of opportunities available.
Bulletin Submission Rules – Your Bulletin ad notices are required to follow certain rules that encourages and supports privacy within the Bulletin. A subscriber can only gain direct contact with a submitter if and only if the submitter personally instructs the Bulletin to reveal a particular Decoder’s contact information. All Decoders will have openly requested that their contact information be shared with the submitter of their choice.
Decoder – This is a subscriber who has requested to be placed into contact with the submitter of a selected ad notice within the Bulletin. Such a request requires the Decoder to first authorize the Bulletin to release their contact info to the submitter if the submitter wishes to directly communicate with the requesting Decoder. The value of our system is that both parties will have expressed a desire to communicate with the other. This approach helps to minimize a lot of wasted time. This is a professional way to make serious progress.
Decodings – This is the name for Bulletin requests to receive direct contact with a submitter. When a decoding is requested, the Bulletin only alerts the Submitter that there is interest in their ad notice. The Bulletin does not provide any Submitter information to the Decoder at any time.
The currency that activates decodings is called Shares. These Decoding shares are earned or accumulated by sharing our promotional materials with other entrepreneurs and business owners. Shares are also earned whenever your submitted ad notices are approved and published.
***Whenever someone who you referred joins our free subscription, an new share will be added to your account.
***Whenever you submit an ad notices that is approved and published, then, your account earns two new shares.
***Whenever you make a decoding request, your account will use up one share.
Passcode – The passcode is a unique 5-digit number that enables subscribers to activate their decoding requests. Your personal passcode will be assigned when you have three or more approved Bulletin submissions activated. Typically, submissions should focus upon your personal or corporate “needs and wants”. Submissions should clearly indicate the purpose and benefits of your notice. If you have misplaced or lost your passcode, send us a private message requesting a replacement. “recover” or “replace” your passcode. The Bulletin will email your current passcode whenever you fail to successfully validate your refid.
ProjectID – This is a unique reference number that is assigned to each Bulletin ad.
RefID – Your RefID number along with your email address uniquely identifies your subscription.
If you forget or lose your Refid, the Bulletin will email your RefID to you.
Share – These are Bulletin credits that permit personal contact with a Submitter. Whenever you attempt to use the Bulletin, it will advise you of the number of shares that you have available.
Share Costs – Ideally, share costs are earned by your activity and are not purchased. However, for advanced subscribers wanting to more actively use the Bulletin, additional share credits may be purchased. You may receive details by sending a private message to our staff.
Submitter – This is the name for a subscriber who has submitted an ad notice to be published in the Bulletin. The Submitter of any ad notice is the only person who receives contact information from the Bulletin. It is the Submitter who contacts the decoder if and only if the Submitter chooses to make direct contact with the decoder.
Subscribers – There are essentially two categories of subscribers. There are free and advanced subscribers. Both categories of subscribers will have full use of the Bulletin, except that only advanced subscribers can have various levels of access to the full or hidden features of the Bulletin. Also, only our advanced subscribers are actively applying our bootstrapping strategy.

Vetting – Each ad notice permits the submitter to makes use of a special section within the notice that is labeled as “Vetting”. The idea is to allow the submitter to request specific information from any interested decoder.This is to provide the Submitter with info helpful to evaluate the decoder.
Vetting Response – When a decoding request is made, the Bulletin enables the decoder to respond to whatever the notice may have requested in the vetting area. If there are no requests made in the vetting area, the decoder can use the vetting response area to provide the submitter with other information that may prove useful to the submitter.
